Add cairo-spline demonstration program.

This is an old program from the beginnings of cairo, which I used to
interactively explore the quality of cairo's spline rendering.

I'm bringing it back now to use it to demonstrate a bug in cairo's new
"contour" spline stroking as of cairo 1.12.
